ACCREDITATION OF MAJOR GROUPS IN THE WSSD
PROCESS
The Commission on Sustainable Development acting as the Preparatory Committee
for the World Summit on Sustainable Development held its first meeting from 31
April- 3 May 2001 in New York. Its decision 2001/PC/3 defined the accreditation
and registration process for non-governmental participants. The UN General
Assembly subsequently endorsed this decision in resolution A/RES/56/226.
Under the rules of procedure established by Prepcom I, NGOs and other major
groups in
consultative status with ECOSOC and on the
roster of the Commission on Sustainable Development were
requested to register through the Secretariat in order to participate. Those
not accredited but interested to participate were invited to apply for
accreditation to the Summit by submitting, no later than four weeks before the
start of each Preparatory Committee meeting, information on their relevance and
involvement in sustainable development issues, particularly in the follow-up
process to the United Nations Conference on Environment and Development.
The Secretariat, with support from United Nations Non-governmental Liaison
Service and relevant others as appropriate, evaluated the applications and
recommended lists of NGOs and other major groups for accreditation to the
Preparatory Committee. In cases where the Secretariat was unable to recommend
an organization for accreditation it had to explain the reasons for the
decision. Lists of recommended NGOs and other major groups were submitted to
the second, third and fourth Preparatory Committees at the beginning of each
session.
NGOs and other major groups accredited to the Summit process could then attend
all future preparatory sessions and the Summit itself. Accreditation was a
continuous process during which the Preparatory Committee accredited a total of
737 NGOs and other major groups by consensus. In two cases the Secretariat's
recommendation for accreditation was not approved.

major groups was approved (E/CN.17/2002/PC.2/16 and Annex 1) with the exception
of one organization (E/CN.17/2002/PC.2/19)

25 March - 5 April 2002, New York
Accreditation for 175 NGOs and other major groups was approved (A/CONF.199/PC/6
and Annex 1)
Accreditation of Non-governmental Organizations and other Major
Groups to the World Summit on Sustainable Development (PrepCom IV)
27 May - 7 June, Bali, Indonesia
Accreditation for 390 NGOs and other major groups was approved
(A/CONF.199/PC/20 and Annex 1) with the exception of two organizations
