Nepal National Preparations
In preparation for the World Summit on Sustainable Development, the Government
of Nepal is conducting a national assessment through The Sustainable Community
Development Programme (SCDP), which was formulated in line with Agenda 21
adopted by the 1992 Earth Summit at Rio de Janeiro, Brazil. SCDP is a joint
undertaking of the National Planning Commission (NPC) and the United Nations
Development Programme (UNDP). It was formulated to support the efforts of His
Majesty's Government of Nepal (HMG) to promote sustainable development in the
country.
The SCDP has been implementing sustainable development activities in six
districts since 1996. More information is available at the
project web site. One of
the priorities of SCDP is supporting the government in formulating policies
that support sustainable development. As part of this effort, SCDP is
intensively involved in the formulation of the Sustainable Development Agenda
for Nepal (SDAN). The SDAN will be used as a road map, helping guide HMG to
develop policies that support sustainable development. In addition, the SDAN
formulation process will also contribute toward preparation of Nepals
country assessment for the upcoming World Summit on Sustainable Development.
Through supporting the SDAN process, SCDP has collected experiences from
various stakeholders both within Nepal and abroad learn how to go about
upstreaming sustainable development policies and strategies into the national
planning and development agenda. Early in 2000, a study tour led by the
Honourable Member of the National Planning Commission was organized to China
and Mongolia to gather and share information on formulating a National Agenda
21. Information from this visit was shared with senior government officials,
donor representatives, NGOs and INGOs involved in sustainable development.
SCDP has forged partnerships with other institutions concerned with sustainable
development. The preparatory activities for the SDAN have been done in
cooperation with the Organization for Economic Cooperation and
Development/Development Assistance Committee (OECD/DAC) and the World
Conservation Union (IUCN) through the nssd dialogue process initiative. The
World Wildlife Fund - Nepal (WWF) will contribute to the policy formulation
process too.
